In software development it's discovered the problem isn't change, the problem is the frequency of change. If you look at the continuous release cycle it creates a very stable change system, and it's because it makes change routine, rather than rare. Change is painful when it is rare.

Your systems should be using UTC in either case, this is just about what you show a person. A program that keeps time in any format other than UTC is flawed (at least IMHO).
